titleCost tab - resource rate editing alert reworded (3420)

When trying to edit the “Resource rate description” column in Sales dashboard > Cost after a task was added to a Resource report, the user will trigger a warning that was now reworded to:

“Unauthorized: Update disabled
Billed tasks cannot be edited.
This task is in the resource report <RESOURCE REPORT NUMBER>.
To edit the rate, remove the task from the resource report.”

When trying to edit the “Resource rate description” column in Sales dashboard > Cost after a task was added to a Monthly resource report, the user will trigger a warning that was now reworded to:

“Unauthorized: Update disabled

Billed tasks cannot be edited.
This task was approved in the <MONTH> monthly resource report.
To edit the rate, reopen the monthly report.”
