titleSystem generated resource invoices - Date formats in invoice align with system setting, and a new date format was added (3461)

The date at the top of the invoice and the dates in which the tasks were completed now align with the system setting.
Additionally, a new date format was added - dd-MMM-YYYY.
The new date format can be found in Application configuration>Exported invoice configuration section.

titleResource reports - can now be submitted by the resource, even if they were not created by the resource.

Previously resource reports could only be submitted by the user who created them.
Now they can be submitted by the user who created them and the resourced they were created for.
